As a follow-up to our previous messages, CBIE would like to inform you that, as of today, the required annual LNASP budget for the January 2018 forward has still not been received. What this means in terms of the scholarship program as of January 2018 is the following:
Financial Support Letters for Winter 2018:
CBIE will not be in a position to release FS letters for the Winter 2018 semester until the required budget is transferred. In the event that the annual budget is transferred before the end of December 2017, CBIE staff will be able to release the letters to students and institutions by no later than January 12, 2018.
Operations Until December 29:
CBIE will be operating with limited services over the holiday period. For travel related emergencies when the office is closed, please send an email to libya@cbie.ca, or call 1-877-313-6133, extension 4, and you will be contacted the next business day. Students should include their CBIE student #, country of study, name of Academic Manager and a short summary of the emergency in the message.
Operations as of January 1, 2018:
If the required budget is not received by this date, there will be no LNASP staff employed at CBIE and students and institutions will need to prepare for a disruption in LNASP administrative services. In the event that the annual budget is transferred after January 1, 2018, CBIE anticipates the disruption of service to be up to four weeks in order to ramp up program administration.
Quarter 4 MLAS:
We are pleased to inform you that CBIE has finalized the transfers and students can expect the funds to be deposited into their accounts within 3-7 days. This means that MLAs for the full year in 2017 have been released to eligible students in North America.

CBIE would like to confirm that we have processed all eligible Fall 2017 tuition invoices and eligible student reimbursements received by December 15, 2017. CBIE will release all eligible payments by December 29, 2017.

As a follow-up to our previous messages, CBIE would like to inform you that, as of today, the required annual LNASP budget for the January 2018 forward has still not been received. What this means in terms of the scholarship program as of January 2018 is the following:
Financial Support Letters for Winter 2018:

As a follow-up to our message dated December 7, 2017, we are writing to inform you that as of today, CBIE has not yet received the annual LNASP budget, but we are encouraged by recent productive meetings with program stakeholders in Libya. We remain in close communication with the Ministry of Education and will provide an update early next week.
In the meantime, we are pleased to inform you that CBIE has received written notification from the Ministry of Education authorizing the release of the Quarter 4 2017 MLA to all eligible students in accordance with the Ministry’s Quarter 3/4 MLA list. Based on this, the October 2017 MLA has been released to all eligible students today, and the November 2017 and December 2017 MLAs are scheduled to be released by CBIE next week as well. We will publish a short update as soon as all payments have been processed. As a reminder, please allow 3-7 business days on average, depending on each bank’s individual processing times, for the funds to appear in your accounts.

Dear LNASP Students,
As a follow-up to our message dated November 28, 2017, we are writing to inform you that as of today, CBIE has not yet received the annual LNASP budget. While it is our understanding that the Libyan Ministry of Education is still working to transfer the required program funds to CBIE, given the tight administrative and contractual deadlines we are facing, combined with the possibility of further funding delays, we are now in a situation where we must prepare for a potential disruption in LNASP administrative services. As such, please note the following critical dates and deadlines:
- Friday, December 15, 2017: All tuition, reimbursement, final travel, and requests to the Ministry must be submitted by this date in order to ensure processing and payment by December 29, 2017. (Note that final ticket requests must be for travel on or before January 31, 2018. Requests for travel February 1, 2018 forward cannot be processed at this time.)
- Monday, December 25 – Wednesday, December 27, 2017: Statutory holiday; CBIE’s office will be closed.
- Thursday, December 28 – Friday, December 29, 2017: CBIE’s office will re-open with limited operations to address urgent student matters that may arise.
- January 1, 2018: From this date forward and in the event that the annual program budget is not received, there will be no LNASP staff employed until such time that CBIE and the Libyan Ministry of Education agree on the way forward.
CBIE will continue to diligently follow-up with the Ministry regarding these critical dates and deadlines and will keep you informed as the situation continues to evolve and new information becomes available.

Dear Institutional Partners,
We are writing today to provide you with an update on the funding situation for the Libyan-North American Scholarship Program. As you are aware and based on our previous communication, the current program funding will come to an end at the end of this calendar year (2017). As of today, the required annual budget for January 2018 forward has not been received, nor do we have any concrete confirmation of when the budget is expected to be transferred. We recognize that you rely on us to provide credible Financial Support Letters to students each term, and at this point in time, we cannot issue such letters for Winter/Spring 2018, as we have not received the required program funds. Furthermore, we are now facing the possibility of a disruption in services to students and institutions starting January 2018 if the funding is not transferred in the very near future.
We are assessing this developing situation on a daily basis. However, given the current uncertainty regarding the timeline for the budget transfer, and also keeping in mind the fact that most institutions will be closed during the upcoming winter holiday break, LNASP students and host institutions may soon be required to consider next steps in the event that the annual program budget is further delayed or not transferred.
CBIE remains in close communication with program stakeholders in Libya regarding the status of the LNASP annual budget, and we are committed to releasing regular messages to share important updates so that students and institutions may plan accordingly.

We are writing today to provide you with an update on the annual LNASP budget for January 2018 forward. As of today, we still have not received the required program funding. As a result, we remain unable to issue any Winter/Spring 2018 Financial Support Letters at this time. For students in Canada, the ongoing funding delays also mean that we are unable to confirm a group health insurance plan for January 1, 2018 forward. We have been in regular communication over the last few weeks with the Libyan Ministry of Education to underscore the urgency of the situation, and today we have also communicated directly to your host institutions to provide them with an update. We will continue to keep everyone apprised as new information becomes available.
However, please be advised that in addition to processing the July and August 2017 MLAs last week, based on the Ministry of Education’s authorization and the funding available currently, today we have also processed the September 2017 MLA to all eligible students. Similar to previous payments, the funds are expected to be deposited within 3-7 business days on average, depending on each bank’s individual processing times.

As you are aware from our August 11, 2017 message, Financial Support Letters for Winter 2018 forward are contingent upon the receipt of the LNASP annual budget. We are writing to inform you that as of today, the program’s annual budget has not yet been transferred to CBIE. As such, although we understand registration for Winter/Spring 2018 has already begun at many institutions, we are not yet in a position to be able to issue any financial support letters beyond the current Fall 2017 term. However, we continue to follow-up with the Libyan Ministry of Education regarding the delay in the transfer of the required program budget, which we need to receive within the next three weeks in order to ensure that financial support letters for the Winter 2018 semester can be issued in a timely manner to eligible students and institutions. Similarly, we are following-up regularly with Ministry officials regarding the Quarter 3 Monthly Living Allowance list and funds, understanding students are facing financial difficulty resulting from the ongoing transfer delays from Libya.

Fall 2017 Book Allowance
Dear Students,
CBIE is pleased to announce that today the Fall 2017 book allowance will be processed to all eligible students. As a reminder, eligible students include those who have active scholarships during the Fall 2017 semester, who are enrolled in approved academic programs, and who have provided all of the required academic updates, including Spring 2017 final grades, Summer 2017 final grades, completed and signed Annual Academic Progress Reports with official transcripts, and Fall 2017 schedules. Also as a reminder, scholarship policies allow for 4 book allowances at the Bachelor’s level, 3 at the PhD level, and 2 at the Master’s level. Funds are expected to be deposited into your accounts in the coming few business days, depending on the processing time of each individual bank.

Regarding Hurricanes Harvey and Irma
As students return to their homes and local communities to assess damages from the recent hurricanes, CBIE and the Libyan Ministry of Education wish to again express our deep concern for the safety and well-being of all students in Florida and Houston. If you have not already done so, you are kindly asked to respond to the emails/voicemails from your CBIE Academic Managers, who have been reaching out to students in the impacted regions in order to better understand the individual circumstances you are each facing. This message is intended to provide important information to nominated students currently in North America on Tafweedat Lists 25/2014, 26/2014, 27/2014, and 1/2015.
Although a new agreement is now signed between CBIE and the Ministry for the period September 1, 2017 to June 30, 2019 (see message dated August 11, 2017 for further details), CBIE is still waiting for the required program funding, as well as additional clarification from the Ministry on several key issues pertaining to new students on Nominee Tafweedat Lists 25-27/2014 and 1/2015. Therefore, at this time we are unable to issue any Financial Support Letters or MLAs to new students on these lists. Should nominated students on Tafweedat Lists 25-27/2014 and 1/2015 choose to enroll in the Fall 2017 semester, you must do so as a self-funded student. CBIE understands the urgency of the situation, and we are in communication with the Ministry regarding the pending budget and the issues that must still be resolved before any further actions can be taken.

We are pleased to inform you that today CBIE signed a new agreement with the Ministry of Education in Libya to continue managing the Libyan-North American Scholarship Program for the upcoming period September 2017 to June 2019.
Based on this new signed agreement and the tuition funding reserved for Fall 2017 semester, CBIE is now in a position to begin issuing Fall 2017 Financial Support Letters to all eligible students. We understand the critical circumstances facing students and wish to assure you that we are working diligently to issue all letters as quickly as possible, while also continuing to respond to all time-sensitive requests. We appreciate your cooperation and patience during this busy time.
Please also note that Financial Support Letters for Winter 2018 forward and other scholarship entitlements are contingent upon the receipt of additional funds that are expected to be transferred as part of the program’s annual budget in the very near future.

Dear Students:
This message is to confirm receipt of the two decrees issued by the Minister of Education on July 26, 2017, one of which pertains to the issuance of Fall 2017 financial support letters, and the other of which pertains to scholarship benefits for students on Nominee Tafweedat Lists 25, 26, 27/2014 and 1/2015. Please note, however, that as discussed with the Minister this week, CBIE is not currently in a position to implement the decrees until such time that a new signed agreement is in place between CBIE and the Ministry for the period September 2017 and beyond. The Ministry and CBIE fully understand the urgency associated with these decrees, and we are diligently working to expedite the signing of a new agreement. Given the time-sensitive nature of Fall 2017 registration deadlines, we hope to be in a position to provide all students and institutions with an update within the coming week.
Lastly, in regards to the recent decree instructing CBIE to resubmit all pending extensions, please note that a comprehensive report was submitted to the Ministry in mid-July, and all pending extension requests were resubmitted to the new email address mentioned in the Ministry’s decree by the August 3rd deadline.

We are writing today to provide you with some important updates on key issues impacting the Libyan-North American Scholarship Program (LNASP):
- Tuition Processing: As the term comes to an end, we wish to take this opportunity to remind institutions that if you have not already done so, kindly submit all eligible itemized Spring 2017 tuition invoices to: tuition.ca@cbie.ca (institutions in Canada) or tuition.us@cbie.ca (institutions in the US). The estimated processing time is currently 1-3 weeks from receipt of invoice. Inquiries regarding any outstanding invoices may be sent to the previously-mentioned email accounts.
- Summer 2017 Financial Support Letters: Students who have valid scholarship time remaining may now request Financial Support Letters from their LNASP Academic Managers for the Summer 2017 session. Based on CBIE’s current contract and the program’s available funds, we will continue the timely processing of eligible tuition fees throughout the Summer 2017 term.
- Fall 2017 Financial Support Letters: Please be advised that at this time, CBIE is unable to issue any Fall 2017 Financial Support Letters for tuition/registration purposes until more information is known regarding the administration of the LNASP beyond August 31, 2017 (the end of the current agreement between the Ministry and CBIE).
- Annual Academic Progress Reports: In the coming few weeks, as part of CBIE’s mandate to track the academic progress of LNASP students, we will distribute the 2016/2017 annual academic progress report. Students enrolled in academic studies and their university advisors/thesis supervisors will be asked to contribute to the reports, and all students will also be required to request an official transcript to be sent to CBIE. More details will follow via email from our team of LNASP Academic Managers.
- Quarter 1 Monthly Living Allowance: This week CBIE received the Quarter 1 MLA list from the Scholarships Department. However, we have not yet received the Quarter 1 MLA funds for the period January to March 2017. We continue to follow-up with the Ministry on a regular basis and will be sure to provide all students with an update as soon as more information becomes available.
- Recent Meeting with the Ministry: With the end date of the current contract between the Ministry of Education and CBIE approaching later this summer, CBIE recently met with designated Ministry committee members to provide an update on the LNASP, including an overview of the many student and program successes, as well as a summary of some of the main challenges impacting the program, such as ongoing MLA delays and gaps in health insurance coverage. We will continue to coordinate and liaise with the Ministry to provide any additional information that may be required in the ongoing discussions pertaining to the future administration of the LNASP (beyond August 31, 2017).
Throughout the summer, students and institutions are encouraged to periodically check our website ( www.cbie.ca/libya), where all essential news and information pertaining to the LNASP will be posted.

As a follow-up to our March 20, 2017 message, we would like to confirm that CBIE has finished processing the October, November and December 2016 MLAs to all eligible students. The funds have been released to students’ financial institutions and are expected to be deposited in students’ accounts over the coming few business days, depending on the processing time of each bank.
Also, as noted in previous messages, on November 21, 2016, CBIE submitted the required budget requests to the Ministry for all quarterly MLAs for 2017 (Q1, Q2, and Q3). As soon as we have any updates to share regarding the transfer of these quarterly budgets, we will inform students accordingly.

We are writing to confirm that the LNASP received the Quarter 4 MLA funds at the end of business day Friday, March 17, 2017. Therefore the October 2016 MLA was processed to all eligible students this morning, Monday, March 20, 2017. Funds are expected to begin appearing in students’ accounts in the coming few business days, depending on each individual bank’s processing times. The November 2016 MLAs will be transferred later today and December 2016 MLAs will be transferred in separate payments tomorrow Tuesday, March 21, 2017.

As a follow-up to our message dated March 9, 2017, we are writing to inform you that today we received confirmation from the Libyan Central Bank that they have processed the Quarter 4, 2016 Monthly Living Allowance budget. We expect the actual funds to be transferred to the Libyan North American Scholarship Program’s account this coming Friday, March 17th, at which time we will immediately begin sending Quarter 4 MLAs to all eligible students.
We would like to thank the Ministry of Education, the Ministry of Finance, the Audit Bureau, and the Libyan Central Bank for their support in sending the required Quarter 4 MLA budget.

Dear Students,
CBIE is writing to provide you with an update on the status of the Q4 MLA transfer from Libya. As noted in our February 16th message, CBIE is prepared to promptly process the October, November, and December 2016 MLAs to all eligible students as soon as the funds are received. In that regard, we would like to inform you that we continue to follow-up with the Scholarships Department and the Central Bank of Libya, who are coordinating with the Ministry of Education, Ministry of Finance, and the Audit Bureau, and we have been assured that the funds are expected to be transferred to CBIE very soon. We will notify students as soon as the funds are received, at which time we will begin processing Q4 MLA payments to all eligible students.
CBIE would also like to take this opportunity to remind students of our message dated November 29, 2016, which confirmed that on November 21, 2016, we submitted the required budget requests to the Ministry for the Quarter 1, 2, and 3 2017 MLA budgets. As soon as we have any updates to share regarding Quarter 4 or the 2017 quarterly MLA budgets, we will inform students accordingly. Also, for students in the U.S., kindly note that we have not yet received instructions from the Ministry of Education regarding health insurance in the U.S., and we continue to coordinate with them in this regard.

Dear Students and Institutional Partners in the United States,
Today CBIE has released a press release expressing our concern over the recent executive order issued on Friday, January 27, 2017 imposing a 90-day ban on entry to the U.S. for citizens of 7 countries, including Libya. According to DHS’ interpretation of the order and our understanding of the situation, for the next 90 days, nearly all travelers, except U.S. citizens, traveling on passports from affected countries, including Libya, will be temporarily suspended from entry to the United States. For LNASP students, this means that if you currently hold an F1 student visa and are planning to depart the U.S., you risk not being granted entry back to the U.S. during this 90 day period. Consequently, we advise our students to consult closely with their International Student Advisors on-campus before making any plans to travel overseas.
Additionally, for LNASP sponsored students who are currently in Libya preparing to travel to the U.S., please keep your CBIE Academic Manager and your university International Student Advisor informed regarding changes in your travel plans resulting from the recently issued executive order.
We will continue following-up on this important issue and encourage all students impacted by the ban to stay in close communication with their university International Student Office and their CBIE Academic Managers.
