Background
The Canadian Bureau for International Education (CBIE) is a national, bilingual, not-for-profit, membership organization dedicated to the promotion of Canada’s international relations through international education. Our pan-Canadian membership includes over 150 universities, colleges, institutes, school boards and languages schools.
CBIE continuously expands its network of contacts abroad to build bridges between our members and potential partners within the education, government, private and non-governmental sectors, as well as with international financial institutions. One way in which CBIE facilitates these partnerships is through international collaboration missions.
Over recent years, CBIE has organized and facilitated missions which allowed representatives from our member institutions to connect with a range of leaders in the education sector and to discuss cooperation agreements in a concrete way. Our most recent missions have taken members to South America (Brazil, Ecuador, Peru and Colombia) to the Maghreb (Tunisia, Algeria, Morocco), and Eastern Europe.
An upcoming mission to the Philippines and Indonesia is being planned for January 2016 which builds upon three years of pro-active CBIE engagement with the region. This relationship began at CBIE’s 2013 Forum and Conference in Vancouver which focused on ASEAN countries and their relationship with Canada. Since this time, CBIE has conducted half a dozen missions to the region, signed a Joint Statement for Collaboration with the Commission of Higher Education in the Philippines (as well as three MOU agreements with educational organizations in the region), and hosted the Canada-Southeast Asian Partners Forum at CBIE’s 2015 conference which attracted a large delegation from Indonesia and the Philippines.
Purpose of the Call
CBIE will lead a collaboration mission to the Philippines and Indonesia January 18- February 1, 2016 and would like to invite interested representatives from CBIE member institutions to take part in the mission.
The collaboration mission program includes four days in both Philippines and Indonesia and will provide opportunities for members to pursue recruitment objectives, and build business and collaborative partnerships. The program is strategically aligned with DFATD’s ASEAN Education Tour to allow for participants to take part in the recruitment fairs. Funding through the Global Opportunities for Associations (GOA) program is being leveraged to help offset some of the travel costs.
The draft mission itinerary is as follows:

CBIE program in Manila, Philippines including:
- Forum hosted at the Commission on Higher Education (CHED)
- Discussion with high level government officials responsible for K-12 transition, TVET reform, higher education reform, student and faculty mobility
- Institutional visits to Philippine educational institutions
- Meetings with Philippine Chamber of Commerce and Industry and/or other private sector officials

Reduced costs:
Travel costs for mission participants will be offset as follows*:
- $1,000 stipend (for participation in Philippine program)
- $1,000 stipend (for participation in Indonesian program)
- 50% reimbursement of economy flight (up to $2,000)
- Complimentary in-country, ground transportation during CBIE programs in Jakarta & Manila
* All financial assistance is offered and made possible through funding provided by the GOA program
Selection Criteria
In order to fulfil commitments to CBIE’s partners in the region, only CBIE member institutions are eligible to apply to participate on this mission. Preference will be given to those institutions which can demonstrate a history of engagement or efforts to expand engagement with either the Philippines or Indonesia.
Designated institutional representatives must possess sufficient authority to discuss and follow through with concrete collaboration plans.
It is desirable that designated institutional representatives possess expertise in one of the following areas:
- Internationalization of higher education institutions;
- Responsiveness of TVET institutions to market needs;
- Training and skills upgrading for staff at the K-12 level;
- Design and delivery of ESL programs.

- An up-to-date CV, and;
- A brief institutional profile
While CBIE thanks all applicants for their interest, there is a limit on the number of representatives that can be selected for this mission opportunity. Note that CBIE will be planning additional missions throughout the year. Please be on the look-out for calls on a regular basis.
